Harley history and sales gimmicks certainly have a lot to do with their success, but I also think that appealing to nationalistic pride coupled with a colorful American motorcycling history has contributed. Look at a Harley, what do you see?
Eagles,Stars and Stripes. The implied meaning is clear, anything else is un-American, never mind that many Harley parts are made in Japan. The spirit and history of American motorcycling revolves more around an expression of independence, daring, and even rebelliousness, while in other countries the motorcycle has simply been a source of cheap and practical transportation. I think the Harley marketers have shrewdly capitalized on these two very American characteristics, national pride and sprit of independence. When Japanese makers advertise "looks and sounds just like a Harley", you know Harley has pushed the right buttons.
